The Department of Defense has directed the military services and the Virginia National Guard to cancel aviation support to public events.
Consequently, the U.S. Army and U.S. Air Force have suspended public aerial events (flyovers, aerial demonstrations, and aircraft static displays) except by designated military service aerial demonstration teams until further notice.
Only exception to policy requests for national-level events will be considered by the military services and must be requested by the Virginia National Guard Public Affairs Office through National Guard Bureau Public Affairs.
In order to request an aircraft flyover, aircraft static display or demonstration, you must thoroughly complete a DD Form 2535. You must have the form:
- completed and signed by the sponsoring organization
- certified and signed by the event site owner
- approved by the local Federal Aviation Administration (FAA) Flight Standards District Office (FSDO)
- submit the form
Requests should be completed, signed, approved by the FAA and submitted no less than 120 days in advance of the event. Incomplete forms and requests will not be considered. The Air Force and Army determine whether the event is eligible for support.
FAA Coordination is Required Prior to Submission
FAA approval must be obtained for all U.S. aerial events before submitting your request to the Air Force or Army. The local FSFO are:

Submitting Your Request
Requests for Air National Guard assets should be submitted directly to the Air Force via the Air Force Aerial Events website. Requests for Army National Guard assets should be submitted directly to the Virginia National Guard via e-mail to email@example.com.
Securing Aviation Assets After Receiving Approval
It is the requestor’s responsibility to coordinate actual participation of the Virginia National Guard flying units once your event has been determined eligible for support. Contact the Virginia National Guard Public Affairs Office via e-mail at firstname.lastname@example.org.
Things to Keep in Mind
Aircraft participation is at no additional cost to the U.S. Government and on a non-interference basis with Department of Defense missions. Therefore, military contingencies and training requirements may preclude event participation at the last minute.
Additionally, patriotic events and those events designed to enhance Virginia National Guard and Department of Defense recruiting and retention efforts have a higher likelihood of being approved. If your event falls within both or either of these categories please state so on your DD Forms 2535 or DD Form 2536 with a detailed explanation.
