AG announces new 91st Cyber Brigade commander, JFHQ-VA director of logistics

SANDSTON, Va. — Col. William L. Zana will serve as the next Deputy Commanding General of Joint Task Force – Horn of Africa and be promoted to brigadier general, according to an announcement made Nov. 21, 2017, by Maj. Gen. Timothy P. Williams, the Adjutant General of Virginia. Col. Adam C. Volant will succeed Zana as the commander of the Bowling Green-based 91st Cyber Brigade, and a change of command ceremony is scheduled for Dec. 2 at Fort Belvoir. Williams also announced that Lt. Col. Robert W. Shipman will succeed the retiring Col. Michael H. Swanson as the Joint Force Headquarters-Virginia Assistant Chief of Staff for Logistics, and Lt. Col. James S. Williams will replace Shipman as the 329th Regional Support Group executive officer.

According to the announcement, Zana’s effective date in his new assignment will be Jan. 1, 2018, and the effective date for the new assignments for Shipman and Williams will be Feb. 1, 2018.

“Please join me in congratulating Col. Adam Volant, Lt. Col. Rob Shipman and Lt. Col. Steve Williams on their new assignments,” Williams wrote in his announcement. “I have no doubt that they will continue their outstanding service to the Virginia National Guard, and the commonwealth.”

Williams wrote that Zana has served in the Virginia National Guard for many years, and the majority of his career was spent in the 116th Infantry Brigade Combat Team where he commanded at company and battalion level.

“We are very excited for his selection as the DCG of JTF-HOA, and look forward to his success,” Williams wrote.

Williams congratulated Swanson for his exceptional dedication to the commonwealth and the nation.

“Col. Swanson has nearly 30 years of service with varied leadership positions as a field artillery and logistics officer, commanding at both battery and battalion levels,” Williams wrote. “His talents have certainly helped the Virginia National Guard attain strategic goals. We wish him well.”
